Execution Model-1 (Tentative 10,000 Housing Units)

The team is focused on helping PHATA and developers share state or equity-based land and build houses under this scheme.

  1. The PHATA will provide infrastructure and construction structure to the developers. 
  2. Developers are strictly ordered to follow the design provided by PHATA.
  3. Developers cannot make any changes in infrastructure, if they want any change, they should get the approval. 
  4. As PHATA is the provider of infrastructure and all the material to make sure high quality construction within the decided budget. 
  5. On construction of state land the government will not hold any subsidy for infrastructure. 
  6. The government will decide the installment amount according to house/unit construction size and design. 
  7. The PHATA will be responsible for trunk infrastructure through block allocation under the permission of the Punjab government. 

Execution Model-2 (Tentative 20,000 Housing Units)

Under this plan, homes in residential areas will be made by the government. According to the Affordable Private Housing Scheme (APHS) Rules 2020, the developers must need PHATA permission before starting building any home.

  1. In this execution model the government will facilitate the low income and middle class families.
  2. Private Housing Schemes under APHS Rules, 2020 will release the approval for developers. 
  3. The government will be determined to provide a streamlined approval process through a one-window mechanism. This will result in swift approval without passing through multiple places. 
  4. The house size and design will be provided by PHATA. Also, this agency will be responsible for deciding the installments and the time period. All transactions will be executed through an Escrow account. 
  5. The developer will receive the installment amount and once the allottee will complete the 5 year loan period, the developer will officially allot the home to alote. 
  6. PHATA will supervise all construction processes to ensure work quality.
  7. Developers will get the decided amount through an Escrow account once they complete the designed milestone. 

Execution Model-3 (Tentative 70,000 loan for Housing Units)

Under this scheme, eligible citizens will be given government-funded interest-free loans.

  1. People who have 1 to 5 marla plot in cities and 1 to 10 marla plot in rural area can apply for the loan on ACAG’s website: www.acag.punjab.gov.pk 
  2. The loan tenure can be from 5 to 7 years and the installment amount will depend on repayment time. 
  3. Operational cost and tax will be completely covered by the government.  

After the registration phase is completed, the verification process is handled by the Punjab Housing and Town Planning Agency (PHATA). By following this step, the Apni Chhat Apna Ghar Scheme is guaranteed to benefit only eligible candidates.

The verification will be conducted through the following methods:

  • Family designation through data from NADRA.
  • Check the PMT score and it should be under 60. 
  • The land ownership will be verified through PLRA, Cooperatives Department, Development Authorities, etc.  

Interest-Free Loans

  •  Must be a permanent resident of Punjab as per NADRA records.

  •  Must have no criminal record or FIR registered against them.
  •  Must not be a financial defaulter.
  •  Must be registered with the National Socio-Economic Registry (NSER).
  •  The NSER score must be below 60% to qualify.
